India approves ₹33,660 crore BHAVYA Scheme to develop 100 plug-and-play industrial parks nationwide

The Union Cabinet on Wednesday, 18 March, approved the Bharat Audyogik Vikas Yojna (BHAVYA), a major industrial infrastructure scheme with a total outlay of ₹33,660 crore aimed at developing 100 plug-and-play industrial parks across the country.

The scheme is designed to create world-class industrial infrastructure and unlock India’s manufacturing potential by enabling faster project execution and investment flows.

BHAVYA will be implemented in partnership with state governments and private sector players, building on the framework of industrial smart cities developed under the National Industrial Corridor Development Programme (NICDP), according to an official Cabinet release.

A key feature of the scheme is its focus on ease of doing business, with streamlined approvals, single-window systems, and investor-friendly reforms.

The plug-and-play model will allow industries to move from planning to production with minimal delays by providing pre-approved land, ready infrastructure, and integrated services.

Under the scheme, industrial parks ranging from 100 to 1000 acres will be developed.

Financial support of up to ₹1 crore per acre will be provided for core infrastructure, including internal roads, underground utilities, drainage systems, common treatment facilities, ICT systems, and administrative infrastructure.

Additional support will also cover value-added infrastructure such as factory sheds, built-to-suit units, testing laboratories, and warehousing, along with social infrastructure including worker housing and support amenities.

The scheme will further provide assistance of up to 25 per cent of the project cost for external infrastructure, ensuring seamless connectivity with existing transport and logistics networks.

Project selection will be carried out through a challenge-based approach, focusing on investment-ready and reform-oriented proposals to ensure quality implementation.

The industrial parks will be developed as future-ready ecosystems aligned with PM GatiShakti principles to enable seamless multimodal connectivity and efficient last-mile access.

They will also feature green energy and sustainable resource use with integrated underground utility corridors enabling a no-dig environment for efficient maintenance and uninterrupted industrial operations.

The government expects the scheme to generate large-scale employment, including direct and indirect jobs across manufacturing, logistics, and services sectors.

It will also promote regional industrialisation, strengthen domestic supply chains, and attract both domestic and global investors.

BHAVYA will be implemented across all States and Union Territories, benefiting manufacturing units, MSMEs, startups, and global investors, while also supporting workers, logistics providers, service sector enterprises, and local communities.

“The approval of BHAVYA represents a transformational step in India’s journey towards Atmanirbhar Bharat, reinforcing the country’s manufacturing capabilities, boosting exports, and laying the foundation for a resilient, inclusive, and globally competitive economy,” the release said.
