Delhi’s draft EV policy 2026-30 delhi proposes ICE phase-out roadmap for 2Ws, 3Ws; offers tiered incentives across segments

The Delhi government has proposed a new Electric Vehicle Policy 2026-2030, outlining a four-year roadmap to accelerate electric mobility adoption through regulatory mandates, incentives and infrastructure expansion.

According to a circular issued by the Transport Department on 11 April 2026, the draft policy has been placed in the public domain for stakeholder consultation, with comments invited within 30 days of publication.

The draft policy, citing a report by the Commission for Air Quality Management (CAQM), states that vehicular emissions are a major contributor to air pollution in Delhi, accounting for 23 per cent during winter, with two-wheelers comprising approximately 67 per cent of the total vehicle stock.

To address this, the policy proposes time-bound electrification mandates across key segments.

From 1 January 2027, only electric three-wheelers (L5 category) will be permitted for new registration in Delhi.

This is followed by a similar mandate for two-wheelers, under which only electric two-wheelers will be eligible for registration from 1 April 2028.

For institutional transport, the policy mandates phased electrification of school bus fleets.

Electric buses must constitute 10 per cent of the total fleet within two years of notification, 20 per cent within three years, and 30 per cent by 31 March 2030, covering buses owned, leased or hired by schools.

The policy also introduces restrictions for fleet aggregators and delivery service providers.

From 1 January 2026, no new petrol or diesel vehicles will be inducted into fleets of light commercial vehicles and two-wheelers, although BS-VI two-wheelers may continue to be added until 31 December 2026.

On the demand side, the draft provides a structured incentive framework. Electric two-wheelers priced up to ₹2.25 lakh will be eligible for incentives of ₹10,000 per kWh up to ₹30,000 in the first year, ₹6,600 per kWh up to ₹20,000 in the second year, and ₹3,300 per kWh up to ₹10,000 in the third year.

Electric three-wheelers will receive incentives of ₹50,000 in the first year, ₹40,000 in the second year and ₹30,000 in the third year.

For electric goods carriers in the N1 category, incentives of ₹1,00,000 in the first year, ₹75,000 in the second year and ₹50,000 in the third year have been proposed.

The policy also introduces scrapping-linked incentives. These include ₹10,000 for scrapping two-wheelers, ₹25,000 for three-wheelers, ₹50,000 for goods carriers, and up to ₹1,00,000 for electric cars priced up to ₹30 lakh, subject to eligibility conditions and a cap of 1,00,000 beneficiaries for cars.

All electric vehicles registered during the policy period will be eligible for 100 per cent exemption from road tax and registration fees.

However, this exemption for electric cars will apply only to vehicles priced up to ₹30 lakh, with no exemption for higher-priced vehicles.

On the infrastructure side, Delhi Transco Limited has been designated as the nodal agency for planning, coordination and implementation of public charging and battery swapping infrastructure.

The policy also provides for a single-window clearance system and a digital platform for approvals and monitoring.

Original equipment manufacturers will be required to install at least one public charging station at each dealership, with a minimum number of charging points for two-, three- and four-wheelers.

The draft further proposes a regulatory framework for battery recycling aligned with the Battery Waste Management Rules, 2022, including deployment of battery collection centres and adoption of traceability systems.

A dedicated EV Fund will be created to finance implementation, drawing from state allocations, central schemes and other approved sources, with oversight by a Delhi EV Apex Committee.
