The Government has announced the regularisation of over 1,500 unauthorised colonies in Delhi on an “as-is where-is” basis, a move aimed at conferring legal recognition and enabling planned urban development for lakhs of residents.
According to the Ministry of Housing and Urban Affairs, 1,511 unauthorised colonies out of a total 1,731 identified colonies will be regularised, excluding those falling under prohibited categories such as forest land, Yamuna floodplains, ridge areas and other legally protected zones.
Union Minister for Housing and Urban Affairs Manohar Lal said the government had enacted the PM-UDAY scheme in 2019 to confer ownership rights to Delhi residents and stated that with the current decision to regularise colonies on an “as is where is” basis, residents will be encouraged to come forward for registration of their properties.

The decision builds on the Pradhan Mantri – Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), launched in 2019 to confer ownership rights to residents based on existing property documents such as General Power of Attorney and agreements to sell.
Delhi Chief Minister Rekha Gupta said that the decision reflects a long-standing policy response to residents who lacked formal legal rights despite owning homes.
She stated that regularisation of Unauthorised Colonies in Delhi marks a new chapter of relief, dignity, and rights in the lives of 45 lakh people of Delhi.
The Housing affairs ministry said that the absence of approved layout plans had emerged as a key bottleneck in implementing the earlier framework, preventing residents from obtaining building plan approvals or regularising structures.
