India builds 4,938 km of National Highways by December 2025 against FY26 target of 10,000 km

India has constructed 4,938 km of National Highways as of 31 December 2025, achieving close to half of the 10,000 km construction target set for FY26, according to the Economic Survey 2025-26.

“For FY26, 10,000 km of construction is targeted, of which 4,938 km have been completed as of 31 December 2025,” the Economic Survey 2025-26 said.

The construction progress reflects the sustained acceleration in highway execution capacity over the past decade. The Survey records that average annual National Highway construction increased sharply in the post-2014 period.

As per data in the Survey report, average annual construction accelerated from 4,174 km during 2004-14 to 9,704 km during 2014-25, reflecting a 2.3 times acceleration.

The Survey data shows that expansion of the National Highway network has been supported by higher capital allocations and reforms in project delivery. Capital expenditure on roads and highways has risen significantly over the years, enabling faster execution and larger project pipelines.

The report shows that capital expenditure on roads and highways increased from ₹0.53 lakh crore in FY15 to ₹3.06 lakh crore in FY26 (Budget Estimates).

According to the Survey, the roads and highways sector is increasingly focusing on improving logistics efficiency and integration, alongside expanding network capacity, as part of India’s broader infrastructure-led growth strategy.
