India’s National Highway network has expanded by 60 per cent since FY14, increasing from 91,287 km to 146,572 km by FY26 (up to December), reflecting the scale of road network expansion over the past decade, according to data in the Economic Survey 2025-26.
Alongside the expansion of the National Highway network, rural road connectivity has reached near-universal levels under the Pradhan Mantri Gram Sadak Yojana (PMGSY), which focuses on providing all-weather road access to eligible rural habitations.
The Economic Survey states that over 99.7 per cent of eligible rural habitations had been connected under PMGSY as of 31 December 2025, indicating that last-mile road connectivity across rural India is close to completion.
The Survey also notes the launch of PMGSY-IV in September 2024, which aims to extend connectivity to the remaining unconnected habitations and upgrade rural roads to improved standards.
According to the Survey report, PMGSY-IV aims to connect 25,000 unconnected habitations by constructing or upgrading 62,500 km of roads and bridges during FY25-FY29, with an estimated outlay of ₹70,125 crore.
