Dedicated Rare Earth Corridors will be established in Odisha, Kerala, Andhra Pradesh and Tamil Nadu to promote mining, processing, research and manufacturing.

Hi-Tech Tool Rooms will also be established by CPSEs at two locations to design, test and manufacture high-precision components.
Additionally, a Scheme for Enhancement of Construction and Infrastructure Equipment will support domestic production of technologically advanced equipment ranging from fire-fighting systems to tunnel-boring machines.
The Budget also proposes reviving 200 legacy industrial clusters through infrastructure and technology upgrades.
These measures indicate a cluster-based manufacturing approach supported by targeted capital allocation.
