New PMO ‘Seva Teerth’ and Kartavya Bhavan 1&2 open in Delhi as govt moves to cut ₹1,500 crore rent and centralise ministries as Prime Minister Narendra Modi on Friday, 13 February 2026, inaugurated Seva Teerth and Kartavya Bhavan-1 & 2 in New Delhi, marking a significant development in India’s administrative governance infrastructure.
Seva Teerth now houses the Prime Minister’s Office, the National Security Council Secretariat and the Cabinet Secretariat, all of which were previously operating from separate locations.
Kartavya Bhavan-1 and 2 will accommodate several major ministries, including Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilizers, and Tribal Affairs.
For decades, key government offices functioned from fragmented and ageing infrastructure spread across multiple locations in the Central Vista area, leading to coordination challenges, operational inefficiencies, rising maintenance costs and sub-optimal working environments. The new complexes consolidate these functions within modern facilities.
Addressing the inaugural event after dedicating the complexes to the nation, the Prime Minister said Seva Teerth and Kartavya Bhavan have been built to fulfill the aspirations of the people of India.
The Prime Minister highlighted that even decades after Independence, ministries were operating from more than 50 different locations in Delhi.
Around ₹1,500 crore was being spent annually on rent, while daily logistics costs were incurred for 8,000 to 10,000 employees moving between offices. The consolidation is expected to reduce expenditure and save time.
Both complexes feature digitally integrated offices, structured public interface zones and centralized reception facilities aimed at improving collaboration, efficiency, citizen engagement and employee well-being.
Designed in accordance with 4-Star GRIHA standards, the buildings incorporate renewable energy systems, water conservation measures, waste management solutions and high-performance building envelopes to reduce environmental impact and enhance operational efficiency.
The complexes also include smart access control systems, surveillance networks and advanced emergency response infrastructure to ensure a secure and accessible environment for officials and visitors.
During his address, the Prime Minister emphasised that the new complexes reflect the effort to move forward free from a colonial mindset and align governance infrastructure with the vision of a developed India.
He stated that the decisions taken there would serve as the foundation to advance the expectations of 140 crore citizens.
The Prime Minister also announced that the historic old buildings would be dedicated to the nation as part of the Yuge Yugeen Bharat Museum, where their legacy will be preserved for future generations.
