All 28 Chief Ministers Attend NITI Aayog Meet As PM Calls For District-Level Viksit Bharat Push

Prime Minister Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog in New Delhi on Thursday, 11 June, with all 28 Chief Ministers participating in the meeting for the first time.

The meeting, held at the Rashtrapati Bhavan Cultural Centre, was based on the theme “Inclusive Human Development for Viksit Bharat@2047”.

It was attended by Chief Ministers, Lieutenant Governors and Administrators from 28 States and 5 Union Territories.

Modi said the vision of Viksit Bharat must become a collective resolve of every State, district, block and village. He underlined the need for the Centre and States to work together through cooperative federalism to achieve the 2047 development goal.

The Prime Minister said India’s growth story continues to draw global attention at a time when several major economies are facing uncertainty and economic challenges.

He called for strengthening self-reliance and adopting global best practices, particularly in renewable energy.

Highlighting India’s demographic profile, PM Modi said nearly 70 crore Indians are below the age of 25 and described the country’s youth as its biggest asset.

He urged States to convert this demographic dividend into a development dividend through education, skilling and capacity building.

PM Modi also asked States to create opportunities for youth and MSMEs and to attract investments from countries with which India has signed trade agreements. He said States should prepare stakeholders to benefit from these agreements.

The Prime Minister called for stronger One District One Product initiatives and export-oriented strategies around them.

He also asked States to explore opportunities in defence manufacturing, saying India is establishing a distinct identity in the sector.

On women-led development, PM Modi urged States to work towards increasing the number of Lakhpati Didis from 3 crore to 6 crore and stressed the need to ensure a safe environment for women.

He also called for coordinated action against emerging social challenges such as drug abuse and cyber fraud through prevention, awareness and better governance.

Referring to concerns linked to El Niño conditions, PM Modi urged States to conserve water and promote natural and organic farming.

He said the purchase of 11 lakh tonnes of organic manure by farmers during the current Kharif season showed growing confidence in sustainable agriculture.

The Prime Minister also suggested identifying 100 districts in the agriculture sector on the lines of aspirational district parameters to bring measurable improvement.

He called for a monitoring framework with targeted 100-day and five-year goals to support the Viksit Bharat@2047 vision.

Modi also asked States to focus on branding, ease of doing business, infrastructure and transparency to attract investments. He said emerging sectors such as data centres and artificial intelligence offer new opportunities, adding that AI should be treated as an opportunity and people should be equipped with future-ready skills.

Chief Ministers, Lieutenant Governors and Administrators congratulated Modi on completing 12 years in office and expressed solidarity with the Centre in the backdrop of global geopolitical challenges, particularly on energy security and sustaining India’s growth momentum.

The Prime Minister said the discussions reflected the aspirations, experiences, best practices and challenges of States, and expressed confidence that cooperation and innovation would help accelerate India’s journey towards becoming a developed nation by 2047.
