Mumbai, October 22, 2026: Mumbai Port Authority has invited domestic and international bids for the ₹922.67 crore Viksit Bharat Mumbai Marina project at Victoria Dock. The proposed development will accommodate up to 604 yachts and include waterfront facilities such as a five-star hotel, sailing school, yacht club, restaurants and tourism amenities.
The project will be developed under a Design, Build, Finance, Operate and Transfer (DBFOT) model, with a concession period of 45 years. Interested bidders must submit their proposals by December 15, 2026.
According to an announcement issued by the Ministry of Ports, Shipping and Waterways on October 21, the marina will cover a protected water area of 37.3 hectares. The first phase will provide approximately 424 yacht berths, with the total capacity planned to reach 604 at full development.
Mumbai Port Authority has already commenced marine infrastructure works, including a piled breakwater with an approximately 150-metre approach trestle, six piled service platforms, floating pontoons, gangways and capital dredging.
The pontoons and gangways are being developed to support approximately 424 berths in Phase I. The authority has also obtained environmental and Coastal Regulation Zone (CRZ) clearances for the entire project area.
The private developer selected through the bidding process will be responsible for developing landside facilities, expanding berthing capacity beyond the first phase, and operating and maintaining the marina for 45 years before transferring the assets to Mumbai Port Authority.
The planned landside facilities include a marina terminal building, an international-standard sailing school, a yacht club, a yacht repair yard at Haji Bunder, dry-stack boat storage and a fuel station.
The development also includes proposals for a five-star hotel, a tourism business centre, food and beverage outlets, retail spaces, and a dedicated area for boat shows and other events.
These facilities are intended to support recreational boating, organised marine tourism and waterfront activities within Mumbai’s existing port area.
Mumbai Port Authority will select the preferred bidder through a single-stage, two-envelope electronic tender process.
The key financial bidding parameter is the percentage of gross revenue that the developer offers to share with Mumbai Port Authority. The highest qualifying revenue-share offer will determine the preferred bidder, subject to the tender conditions.
Companies may participate individually or through a consortium of up to four members.
The deadline for submitting pre-bid queries is October 28, 2026. Two pre-bid meetings are scheduled for October 30 and November 25, followed by the bid submission deadline of December 15.
According to Mumbai Port Authority’s tender listing, the tender was published on October 13, ahead of the PIB announcement on October 21.
Mumbai Port Authority Chairperson Dr. M. Angamuthu said the proposed marina would open part of Mumbai’s working harbour to organised marine tourism, sailing and waterfront services while keeping port operations and safety at the centre of the development.
He highlighted the marine infrastructure works already being undertaken by the authority and the environmental clearances obtained for the project.
The marina forms part of Mumbai Port Authority’s broader waterfront and maritime tourism initiatives, which also include the Mumbai International Cruise Terminal, water taxi network and heritage waterfront precincts.
Although marine infrastructure works have commenced, the private concessionaire responsible for landside development and subsequent expansion has not yet been selected.
The announcement does not specify a confirmed completion date or indicate when commercial operations at the marina are expected to begin.
The estimated project cost of ₹922.67 crore does not represent expenditure already incurred or a contract already awarded to a private developer.
Once developed, the Viksit Bharat Mumbai Marina is expected to expand recreational boating facilities and support marine tourism, hospitality and waterfront activities at Victoria Dock.
