Mumbai, October 23, 2026: NLC India Limited has signed three preliminary agreements with an Odisha government agency for a proposed ₹35,000 crore coal-based power plant, a ₹2,000 crore beach-sand mineral processing facility and the exploration of coal gasification for fertiliser production.

The agreements were signed with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), the state government’s investment promotion agency, in Mumbai on October 22. The proposed power and mineral processing projects involve a combined indicative investment of ₹37,000 crore, based on the company’s estimates. No investment amount has been disclosed for the coal gasification initiative.

The largest proposal involves establishing a 3,200 megawatt (MW) ultra-supercritical thermal power plant in Odisha, comprising four generating units of 800 MW each. NLC India estimates the investment at approximately ₹35,000 crore, with the potential to create around 4,000 employment opportunities.

Ultra-supercritical power plants use steam at higher temperatures and pressures than conventional coal-fired plants, allowing them to generate electricity more efficiently.

NLC India also proposes to establish a beach-sand mineral processing facility with a tentative investment of ₹2,000 crore. Such facilities process mineral-rich sand to recover minerals used in various industrial applications. The company estimates that the proposed facility could generate approximately 500 jobs.

Another agreement focuses on exploring coal gasification and its potential use in fertiliser production. NLC India will assess the technical feasibility of converting coal into synthesis gas, commonly known as syngas, which can serve as a raw material in manufacturing certain chemicals and fertilisers.

The company has not disclosed the proposed investment, production capacity or implementation timeline for the coal gasification initiative.

The agreements were signed by NLC India Executive Director (Mines and Land) I.S. Jasper Rose and IPICOL Managing Director Aboli Sunil Naravane in the presence of Odisha Chief Minister Mohan Charan Majhi, Additional Chief Secretary Hemant Sharma and NLC India Chairman and Managing Director Prasanna Kumar Acharya.

The three agreements outline proposed industrial development initiatives rather than confirming final investment commitments or the commencement of construction. The October 22 disclosure does not specify implementation or completion schedules for the projects.
