India’s first greenfield integrated refinery-petrochemical complex in Rajasthan to be dedicated to the nation tomorrow, built at ₹79,450 crore cost

Prime Minister Narendra Modi will visit Rajasthan on Tuesday, 21 April, where he will dedicate India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra in Balotra to the nation, according to a statement by the Prime Minister’s Office on Monday, 20 April.

The event is scheduled to take place at around 11:30 AM, following which the Prime Minister will also address a public gathering.

The project has been developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan.

The 9 Million Metric Tonnes Per Annum (MMTPA) refinery-cum-petrochemical complex has been set up with an investment of over ₹79,450 crore.

The integrated complex combines refining and petrochemical production capabilities, with a petrochemical capacity of 2.4 MMTPA.

It features a Nelson Complexity Index of 17.0 and petrochemical yields exceeding 26 per cent, aligning with global efficiency benchmarks.

The Nelson Complexity Index indicates the refinery’s ability to process heavier and more complex crude oil into higher-value products, with a higher score reflecting greater sophistication and flexibility.

Petrochemical yield refers to the proportion of output converted into petrochemicals, with higher yields indicating better value extraction from crude.

Together with production of 1 MMTPA of Petrol, 4 MMTPA of Diesel, it would produce 1 MMTPA of Polypropylene, 0.5 MMTPA of LLPDE (Linear Low Density Polyethylene), 0.5 MMTPA of HDPE (High Density Polyethylene) and about 0.4 MMTPA of Benzene, Toluene and Butadiene.

All these Products are critical to our energy and industrial ecosystem in sectors like transportation, pharma, paints, packaging industries etc.

According to the PMO, the project is expected to play a key role in strengthening India’s energy security, enhancing petrochemical self-sufficiency and driving industrial growth.

It will serve as an anchor industry for the development of a Petrochemical and Plastic Park in the region, promoting downstream industries and ancillary sectors, the PMO said.

Additionally, the refinery is poised to generate significant employment opportunities, contributing to the socio-economic development of the region.
