India’s industrial corridor push gains ground: Foundation stones laid for 2 of 12 nodes with EPC contractors appointed for majority projects

Foundation stones have been laid for two of the 12 approved greenfield industrial cities and nodes, marking the transition of the programme from planning and approvals to physical infrastructure development.

In a written reply to a question in the Lok Sabha, Commerce and Industry Minister Piyush Goyal said the projects, approved in 2024, are at various stages of implementation, with several critical preparatory milestones already completed ahead of construction activity.

The 12 new greenfield industrial cities and nodes approved include Integrated Manufacturing Clusters at Khurpia, Rajpura-Patiala, Hisar, Agra, Prayagraj and Gaya; industrial areas at Dighi Port, Palakkad, Jodhpur-Pali-Marwar, Orvakal, Kopparthy and Zaheerabad.

Environmental clearance has been secured for 11 projects, removing a key regulatory hurdle for large-scale industrial infrastructure.

Special Purpose Vehicles have also been incorporated for all 12 nodes, while equity has been released to nine projects to support execution.

Engineering, Procurement and Construction contractors have been appointed for nine projects, with one additional contract finalised after evaluation, indicating that a majority of the industrial nodes are now positioned to enter the construction phase.

Programme Manager for New Cities has been onboarded for nine projects to oversee implementation and coordinate among multiple agencies involved in delivery.

The internal trunk infrastructure, including roads, water supply, sewerage and power distribution, is being developed as part of the industrial township framework.

The minister added that external connectivity infrastructure such as bulk water supply, power, telecom and roads has been comprehensively mapped and examined on the PM GatiShakti National Master Plan portal and is provided by concerned state SPVs as per Shareholder Agreement and State Support Agreement conditions.

Investor traction continues across operational nodes.

In four completed industrial cities, Dholera Special Investment Region, Shendra-Bidkin Industrial Area, Integrated Industrial Township at Greater Noida, and Integrated Industrial Township at Vikram Udyogpuri, 434 domestic and global companies have been allotted plots admeasuring 4,641 acres, the minister said.

Under the National Industrial Corridor Development Programme, the industrial townships are being designed with integrated social infrastructure such as worker housing, schools and healthcare facilities.

Between 20 per cent and 30 per cent of the project area has been earmarked for non-industrial uses including residential, commercial and green spaces.
