A total of 128 projects with an approved cost of ₹8,936 crore have been sanctioned under the Sagarmala scheme, of which 50 projects worth ₹3,581 crore are currently under implementation, the government informed Parliament.
Sagarmala is India’s flagship port-led development programme focused on modernising ports, enhancing logistics efficiency and promoting coastal economic growth through infrastructure creation.
In a written reply in the Lok Sabha, Minister of Ports, Shipping and Waterways Sarbananda Sonowal stated that the ministry has approved financial assistance of ₹1,532 crore for the 50 projects under implementation, against which ₹1,143 crore has already been released.
The minister also provided details of 30 delayed projects that are presently under implementation, with the list placed in the annexure to the parliamentary reply.
The delayed works span multiple coastal states and cover a range of maritime infrastructure, including fishing harbours, Ro-Ro and Ro-Pax facilities, passenger jetties, cruise terminals, port modernisation projects and skill development initiatives.
Among the delayed projects is the development of a sea port terminal at Swaraj Dweep in Andaman and Nicobar with a cost of ₹48.99 crore, and the modernisation of Visakhapatnam Fishing Harbour in Andhra Pradesh estimated at ₹178.51 crore.
The development of international and domestic cruise terminals at Mormugao Port in Goa is valued at ₹87.44 crore, while a Ro-Ro and Ro-Pax facility at Mul Dwarka in Gujarat carries a project cost of ₹90.49 crore.
In Karnataka, the fishing harbour at Kulai costing ₹196.51 crore and the Hejmadikodi fishing harbour project worth ₹138.60 crore are also delayed, alongside the construction of a coastal cargo berth at Old Mangaluru Port estimated at ₹65 crore.
Kerala’s fisheries harbour at Cochin Port involves an investment of ₹169.17 crore.
Maharashtra accounts for several pending works, including the upgrading and modernisation of the International Cruise Terminal at BPX Indira Dock in Mumbai, the highest-value project on the list at ₹363.30 crore.
Other delayed initiatives include the passenger jetty at Janjira at ₹121.23 crore, the tourism jetty at Kashid at ₹99.82 crore and multiple Ro-Ro infrastructure projects across the state.
In Odisha, projects such as the modernisation of the fishing harbour at Paradip at ₹99.75 crore and the construction of a fishing harbour at Chandipur at ₹49.94 crore remain under implementation.
Tamil Nadu’s delayed pipeline includes port infrastructure upgrades at Nagapattinam for ferry services to Sri Lanka at ₹10.47 crore and the modernisation of Chennai Fishing Harbour at ₹97.95 crore.
The list also features a Centre for Inland and Coastal Maritime Technology at IIT Kharagpur with a project cost of ₹69.20 crore.
